The Missouri Department of Conservation is considering new restrictions on nonresident deer hunters to ensure more opportunities for Missouri residents.
Under the proposal, starting in 2026, nonresident hunters would be limited to one antlered buck instead of two.
By 2027, they could also face a $165 permit fee to hunt on public land, and possibly a draw system limiting the number of out-of-state hunters.
The changes follow growing concern from Missouri hunters over rising nonresident numbers, which have nearly doubled since 2010.
Public comments on the plan are open through April 20 on the Department of Conservation’s website.
