Multiple felony charges against a Columbia man have been dropped for the second time.
Travis Birkhead was accused of assaulting someone outside a bar in 2022, when he was charged with rape, assault and kidnapping.
Some initial charges had been dropped and refiled before in 2024. But recently, 13th Circuit Judge Jeff Harris said that the state has dismissed the charges against Birkhead.
