Missouri Income Tax Elimination Plan Sparks Debate Ahead of August Vote

About 20 people attended a town hall in Moberly last night to discuss a proposed constitutional amendment on Missouri’s August 4 ballot that would eliminate the state income tax over time.

The proposal, known as Amendment 5, would phase out income taxes starting next year and give lawmakers broad authority to expand sales taxes to offset lost revenue.

Supporters say the change would boost the state’s economy and attract younger residents, while critics argue it could shift more of the tax burden onto consumers, including low-income and older Missourians.

Officials say income tax currently makes up about two-thirds of Missouri’s general revenue.

The measure was recently allowed to remain on the ballot after a legal challenge was rejected and is now awaiting voter decision in August.
