Constitutional Amendment 4

“Amendment 4 asks Missouri voters whether future citizen-led constitutional amendments should need both a statewide majority and a majority vote in each of Missouri’s congressional districts to pass. It would also make the full text of initiative petitions available with the ballot. A ‘yes’ vote makes those changes. A ‘no’ vote keeps the current statewide majority rule.”

Constitutional Amendment 5

“Amendment 5 asks voters whether Missouri should begin phasing out the state individual income tax as revenue grows, while allowing lawmakers to expand sales and use taxes as part of that process. It also includes changes affecting local tax rates. A ‘yes’ vote starts those constitutional changes. A ‘no’ vote keeps the current tax system in place.”
