Jeff City Man Denied Bond in Fatal DWI

Cole County judge denied bond yesterday for a man accused of driving while intoxicated causing a fatal crash.

Robert R. Rackers, Jr., is being held in the Cole County Jail on felony counts of DWI causing Death Of Another r and Second Degree Involuntary Manslaughter, as well as multiple misdemeanors.

The crash in question occurred on Sunday, April 19, 2026, in the 100 block of East Dunklin Street, when Rackers collided with an e-bike being operated by 59-year-old Richard Robben, who died in the incident.

Upon arresting Rackers, officers noticed a strong smell of marijuana and symptoms relating to cannabis intoxication.

Rackers has been held in the Cole County Jail without bond since April 19 and his next hearing is scheduled for August 4th.
